Key Objectives of the Baseline Assessment
The Research Associate, with support from the Program and M&E staff, will lead the baseline assessment process in 48 intervention communities within the counties of Liberia (Bong, Grand Cape Mount, Nimba, Maryland, Grand Bassa, Montserrado, Lofa, and Grand Gedeh). The objective is to generate baseline evidence to inform programme design, implementation, and measurement of progress toward gender-transformative outcomes.
Scope of Work and Deliverables
- Conduct a desk review of key relevant documents and understand the project design and contextual framework.
- Design tools/questionnaire and methodology to collect both qualitative and quantitative data (Inception report to be handed to mL for inputs before data collection starts).
- Submit draft inception report including suggested detailed methodology and procedure for feedback.
- Submit the final revised inception report.
- Implement and supervise field data collection and data entry.
- Provide mL with anonymized raw data collected.
- Analyze and synthesize data; and prepare a report and Program Indicator Tracking.
- Submit draft report including data analysis for feedback.
- Submit a comprehensive baseline assessment report in both electronic versions and a signed hard copy, including recommendations.
- Produce baseline to be delivered with the final report.
- Present key findings and results during the validation workshop of the baseline assessment.
- The consultants will be expected to incorporate feedback from the validation workshop into the final report before submission.
- Lead the writing of the study report, including results, discussion, and recommendations.
- Prepare summary presentations and participate in stakeholder validation and dissemination meetings.
Deliverables
The consultant team will present an inception report one week after the start of the assignment, prior to data collection. The baseline assessment is expected to be completed within 12 Weeks.
Reporting
The selected Consultant will report to the Head of Program at medica Liberia. He/She will also work closely with the M&E office, M&E assistants, and other medica Liberia program and finance staff. medica Liberia will provide the Consultant with the broad work program, methodological guidance, and logistical support during field visits.
Duration of Services
The assignment is deliverable-based, and therefore, the total number of days (that is, delivery of all the outputs) is estimated at a maximum of 30 working days. The inputs are to be provided on a part-time, intermittent basis from April 22, 2026, to June 30, 2026.
Cost and Payment
The successful candidate will be hired as a Short-Term Consultant. He/She will be paid a daily rate based on the medica Liberia standard fees for consultants.
Expertise and Experience
- Individuals in the suitable team must have a minimum of a bachelor’s degree in the fields of Social Sciences, Statistics, Demography, Research Methodologies, Development Studies, Law, Education and any other related fields.
- At least 5 years’ experience working with development organizations by undertaking desk reviews, as well as rapid assessments & or evaluations.
- The consultant team should be conversant with NGO’s operation with a focus on feminism, women’s rights and sexual and gender-based violence.
- The consultant should also have experience in ethical and trauma sensitive data collection approaches in the area of SGBV.
- The consultant team should have a significant experience of collecting and analyzing quantitative and qualitative data from surveys/assessments.
- Knowledge of medica Liberia’s work is an added advantage.
- Knowledge of SASA! Together Approach is an added advantage.
