The consultant will undertake, but not be limited to, the following activities:

  • a) Preparation Phase
    • Review relevant background documentation, including management plans, annual plans, patrol and law-enforcement data, biodiversity information, and previous assessments
    • Coordinate with site management and partners to confirm workshop participants, logistics, and expectations
  • b) IMET Workshops
    • Facilitate participatory IMET assessment workshops for Nyika Zambia National Park and Musalangu GMA
    • Guide participants through all IMET modules in line with BIOPAMA guidelines
    • Ensure scoring is evidence-based, transparent, and clearly documented
  • c) Analysis and Reporting
    • Consolidate IMET scores, justifications, and supporting evidence
    • Identify key findings, priority threats, gaps, and recommended management actions
    • Produce site-specific IMET reports and completed IMET databases

The assessments will follow standard IMET methodology, including:

  • Participatory, workshop-based scoring
  • Structured group discussions and consensus-building
  • Use of available quantitative and qualitative data
  • Alignment with recognised regional and international IMET guidelines

Expected Outputs

  • Completed IMET assessments for Nyika Zambia National Park and Musalangu GMA
  • Completed IMET databases submitted in the required formats
  • Concise IMET reports including:
    • Key findings
    • Priority management issues and threats
    • Action-oriented recommendations for planning and implementation

Duration and Timing

Each IMET assessment will be conducted over 2–3 consecutive days per site. The assessments are tentatively scheduled for the week of 12th July 2026, subject to procurement and logistical arrangements.

Roles and Responsibilities

  • Consultant / IMET Facilitator
    • Lead and facilitate the full IMET assessment process
    • Ensure high technical quality of workshops, scoring, and documentation
    • Compile and submit all agreed deliverables
  • Department of National Parks and Wildlife (DNPW) / Park Management
    • Provide relevant data and documentation
    • Ensure participation of key staff
    • Support logistical arrangements
  • Project Coordination Team / Partners
    • Support planning, coordination, and quality assurance
    • Review and endorse outputs

Reporting and Deliverables

The consultant will submit:

  • Draft IMET reports for review
  • Final IMET reports incorporating comments
  • Completed IMET databases

Ethical and Quality Considerations

All information will be treated confidentially and used solely for management and reporting purposes. The assessment will be conducted in a transparent, participatory, and evidence-based manner.

    • Facilitation of IMET, METT, or other protected area management effectiveness assessments
    • Management planning, governance reviews, or performance assessments for national parks, GMAs, or other protected areas
    • Facilitation of participatory workshops involving protected area staff, government agencies, community institutions, and development partners
    • Experience implementing assignments under donor-funded conservation programmes (e.g. EU, GEF, KfW, World Bank, or similar)

    For each relevant assignment, consultants should indicate:

    • Name of the project or assignment
    • Client or commissioning organisation
    • Location and year(s) of implementation
    • Scope of work and role played
  • d) Professional Referees

    Three (3) traceable professional referees who can attest to the consultant’s relevant experience and performance, including:

    • Nature of the working relationship
    • Full contact details

For Zambian consultants, successful contracting may be subject to the submission of ZAQA-certified qualifications, where applicable.
