The European Institute of Cooperation and Development (IECD) is a French non governmental organization founded in 1988 and operating in the field of social and economic development in partnership with local institutions. IECD’s main sectors of action are vocational training, education, and support to micro and small enterprises. IECD is active in 15 countries. More information on www.iecd.org.

In Liberia, IECD launched the project STRIVE in September 2020. The project focuses on three components: – – – Developing Technical and Vocational Educational Trainings (TVET) and the national TVET system in partnership with the Ministry of Education and the Ministry of Youth and Sports. Increasing the employability of trainees to facilitate their professional integration. Supporting vegetable farmers in Bong County to improve economic opportunities.

Your Mission

Under the supervision of the Senior TVET Project Manager, the 2026 objective is to increase the employability of young people who have completed training at IECD-supported vocational training centres.

Main Responsibilities

  • Implementation of employability and entrepreneurship activities and impact measurement
    • Contribute to decision-making on activities to be carried out to improve youth integration.
    • Assist in the planning, implementation and monitoring of the various project stages with IECD Liberia’s programme teams.
    • Ensure smooth implementation of activities, in liaison with trainers, facilitators and partners.
    • Support coherence between activities carried out and donors’ contractual objectives.
    • Contribute to the operational adaptation of the programme in order to reach the expected performance indicators.
    • Assist in the design and analysis of surveys and evaluations.
    • Participate in the collection, analysis, monitoring and consolidation of indicators, as well as in the creation and improvement of tools.
  • Support for administrative, contractual and financial management
    • Monitor the 2026 activity budget, in liaison with the Finance and Administration Officer.
    • Participate in expenditure monitoring and verification of the correct application of procedures, particularly in the context of audits.
    • Support the MEAL function in drafting narrative and financial reports (monthly, quarterly and final), in line with formats required by donors.
    • Ensure the proper collection and reporting of impact data.
  • Support for partnerships and external relations
    • Support the mobilisation of technical partners (companies, incubators, trainers) to strengthen the support offering, as well as institutional partners (training centres).
    • Participate in and facilitate meetings with institutional stakeholders.
    • Contribute to the prospection of new projects and responses to partner requests.
  • Capitalisation and knowledge sharing
    • Contribute to the capitalisation of project practices and results.
    • Participate in the communication strategy, supporting the communications officer.

  • Excellent written and spoken English
  • Fluent written and oral French (or bilingual French / English) is a must to liaise with head office

Education and Experience

  • Education: Bachelor’s degree in international development, economics, business administration or a related field
  • Experience: Minimum 2 years of professional experience in project management, grant management or institutional partnerships in NGO or development sector
  • Experience with institutional donors (AFD, EU, UN or similar) is an asset
