About MSI

MSI Reproductive Choices (MSI) is an international organization providing personalized and high-quality sexual and reproductive health services to women and adolescents in 37 countries. These services empower women to choose when to have children, allowing them to pursue their own projects and dreams for themselves and their families. In 2021, 34.4 million people used a contraception method provided by MSI and 17.3 million people benefited from quality sexual and reproductive health services through MSI, resulting in:

• 14.1 million unintended pregnancies avoided;
• 6.6 million unsafe abortions avoided;
• 39,000 maternal deaths avoided.

MSI in the Democratic Republic of Congo (MSI DRC) is part of the MSI Reproductive Choices network and is the newest national program. MSI DRC aims to ensure that all people who wish to have access to affordable modern contraception and can choose the most appropriate method to meet their needs. MSI DRC began providing sexual and reproductive health services in November 2018 in Kinshasa and Tshopo province, and its activities have since been extended to several other provinces, including Kongo-Central.

The unique intervention model consisting of mobile teams, MS Ladies (MSL), and a center has allowed MSI DRC to adapt these models to the realities of its areas of intervention. Each mobile team consists of a driver, two qualified providers, and a community agent who manages demand creation within the community. MS Ladies are nurses or midwives who work at the heart of communities, and the MSI center is a clinic and an essential channel of service provision to demonstrate our commitment to excellence in affordable, quality, complete, and secure sexual and reproductive health services.

In addition to the aforementioned service delivery model, MSI DRC is an appreciated implementation partner of the Ministry of Health, working in close collaboration with it through all its projects and service delivery channels in partnership at the national, provincial, district, and facility levels. Within selected projects, MSI DRC works with the government to train public health providers in the provision of family planning services, specifically the provision of long-acting contraceptive methods, prevention of infections, management of medical emergencies related to family planning, management of side effects, and clarification of values and transformation of attitudes (CVTA).

The Challenge Fund

The Challenge Fund is a platform launched in 2024 by the Children's Investment Fund Foundation (CIFF) with co-funding from the UK Foreign, Commonwealth & Development Office (FCDO), the Norwegian government, the Gates Foundation, and the Hewlett Foundation. The primary objective of the Challenge Fund is to help governments in six countries - Burkina Faso, DRC, Mali, Niger, Nigeria, and Senegal - meet their commitments under the FP2030 to expand access to women and girls to sexual and reproductive health and rights (SRHR) and increase the modern contraceptive prevalence rate (mCPR).

By 2029, the Challenge Fund will reach more than 1.98 million annual beneficiaries of family planning services, with a quarter being adolescents. The services offered by the Challenge Fund will contribute to preventing more than 8,800 maternal deaths.

In DRC, the Challenge Fund is a strategic partnership between MSI Reproductive Choices, Tulane University, DKT, and Ipas. Together, these partners work in close collaboration with the National Program for Reproductive Health (PNSR) and other government actors to increase the prevalence of modern contraceptives (mCPR), strengthen health systems, and implement sustainable solutions that will improve access to quality sexual and reproductive health and rights services for future generations. This partnership combines the complementary expertise of the three organizations:

• MSI DRC coordinates the program, establishes reports, and implements service delivery.
• CAFI/Tulane University leads the expansion of self-injection, engagement with nursing schools, and community distribution through the recruitment and deployment of nursing graduates.
• Ipas DRC is responsible for preventing unsafe abortions and post-abortion care, addressing gender-based violence, and strengthening provider capacities.

By 2025, the Challenge Fund had reached more than 223,000 annualized program clients in DRC, with 31% of client visits being adolescents.

Role

The Challenge Fund DRC Associate Project Director is responsible for the overall management, orientation, and supervision of the Challenge Fund consortium, which brings together MSI DRC, Tulane University, and Ipas DRC to implement a common work program and achieve ambitious results. As the main consortium leader, the position is responsible for driving program performance, ensuring strategic alignment among partners, producing high-quality results, and achieving program objectives and commitments to funders.

Reporting to the MSI DRC Program Director and working in close collaboration with the MSI Global Challenge Fund team, the Associate Project Director will lead program planning, implementation supervision, governance, performance management, and risk mitigation within the partnership. They will ensure that program objectives, key milestones, and key performance indicators are achieved by working closely with partners to identify challenges, propose solutions, and maintain momentum towards achieving results.

The Project Director will oversee the tracking, evaluation, and reporting of program performance, ensuring that data, lessons, and results are systematically collected, analyzed, and used to strengthen implementation and demonstrate impact. They will supervise the development of high-quality reports, performance reviews, presentations, and communication materials for funders, which clearly outline progress, achievements, challenges, risks, lessons learned, and program impact.

As the main representative of the consortium, the Project Director will lead relationships with MSI global teams, CIFF, government actors, and implementation partners, fostering strong relationships that support program success and sustainability. They will maintain productive partnerships with PNSR, relevant government institutions, and key stakeholders at the national and provincial levels, ensuring alignment with national priorities and strengthening the visibility and influence of the program.

The Project Director will foster a culture of responsibility, collaboration, learning, and continuous improvement within the consortium. Through effective leadership and influence, they will ensure that partners work consistently towards common objectives, maintain high-quality and program compliance standards, and maximize the collective impact of the "Challenge Fund DRC" partnership.

This is a high-level leadership position requiring significant experience in managing complex programs involving multiple partners in challenging environments. The successful candidate will demonstrate strong strategic leadership, stakeholder management, program implementation, and influence skills, as well as proven ability to drive performance, manage risks, communicate results, and guide diverse partners towards achieving ambitious development goals.

Experience and Attitude

Essential:

• At least 10 years of experience in managing complex development, health, or public health programs, including significant leadership responsibilities.
• Significant experience in coordinating partnerships, consortia, or multiparty initiatives.
• Experience collaborating with government institutions and ministries.
• Experience managing programs funded by donors.
• Proven experience in the art of influencing stakeholders without exercising direct authority.
• Experience in program planning, tracking, and reporting.
• Demonstrated responsibility in program implementation, performance management, and achieving results.
• Experience leading multiparty consortia or large-scale programs funded by donors.
• Experience supervising reports to donors and relationships with their senior representatives.
