Objectives of the Post
Under the general supervision of the Deputy Resident Representative (RRA) and direct supervision of the Environment Team Leader, the Environmental and Social Risk Follow-up and Management Analyst is responsible for promoting the implementation of the PNUD's Policy on Social and Environmental Safeguards in the programs and projects supported by PNUD. This includes integrating Environmental and Social Standards into projects and programs in accordance with PNUD, donor, and country requirements, and supporting the government in strengthening the national framework for managing environmental and social risks in development programs.
The incumbent works in close collaboration with other colleagues in the country office's operations unit and regional teams.
Principal Duties and Responsibilities
1. Accompany the implementation of the national political and strategic framework for environmental and social evaluations of policies, programs, and projects in accordance with the Republic of Congo's national policy on sustainable environmental management
- Implement the PNUD's policy on environmental and social evaluations of policies, programs, and projects in accordance with the aforementioned national policy
- Contribute to strengthening the political and institutional framework for environmental and social evaluations of policies, programs, and projects
- Strengthen the capacity of stakeholders on environmental safeguards (municipal councils, decentralized technical services, community leaders, companies, subcontractors, etc.) on screening, analysis, handling, and follow-up of environmental projects on the ground
- Provide expert advice to government institutions for the preparation and successful implementation of environmental evaluation instruments/documents, including the preparation of environmental and social impact/ risk assessments, the implementation of environmental and social management plans (ESMPs), and other instruments as needed
- Prepare terms of reference for workshops, studies, and evaluations and monitor their implementation
- Participate in the annual planning of portfolio project activities
- Discuss with project management teams
- Support the preparation of annual work plans (AWPs) for projects
- Participate in the organization and holding of steering committees
- Prepare steering committee meeting reports
- Perform other project management tasks as required by the Deputy Resident Representative to promote the work and image of PNUD.
2. Actively support the Team Leader in monitoring the implementation of the PNUD's program on environmental management and climate change
- Prepare strategic orientation notes on the current and future priorities of the national agenda for sustainable development
- Contribute to the implementation of national frameworks and strategies for sustainable environmental management, including the National Determined Contribution (NDC) and the National Biodiversity Strategy and Action Plan (NBSAP)
- Identify new initiatives to support the national party in the implementation of the NDC and the NBSAP
- Operationalize a sectoral coordination device on climate and biodiversity
- Supervise the execution of major initiatives in environmental governance and provide strategic orientations for synergies, efficiency, and sustainable impacts
3. Promote sustainable development solutions that take risks into account and contribute to strengthening capacities for the implementation of the Sendai Framework for Disaster Risk Reduction and the Paris Agreement on Climate Change in the Republic of Congo
- Contribute to the development of a national plan on risk and disaster management
- Assist national actors in the implementation of the Sendai Plan of Action
- Support the national party in the preparation of national reports within the framework of Sendai
4. Substantially contribute to the mobilization of resources, training, and strategic positioning of the office, particularly within the framework of GEF, FVC, CAFI, etc. funding
- Support the office in mobilizing resources from the Green Climate Fund, CAFI, and GEF funds for the implementation of the NDC, the NBSAP, and other national political and strategic frameworks for sustainable development
- Coordinate support and advice for the establishment of an operational climate financing mechanism
- Identify potential windows for environmental and climate financing
- Identify potential partnerships with other UN agencies and development partners
- Prepare conceptual notes for the initiation of new projects to materialize these partnerships and submit them to the Green Climate Fund, CAFI, GEF funds, and other available funding windows
- Strengthen capacities and facilitate knowledge development and sharing
5. Participate in other project monitoring and evaluation activities related to the Team Leader, including regular monitoring missions and monitoring activities requested by the office management
- Prepare a monitoring and evaluation agenda in liaison with the Team Leader, approved by management
- Participate in on-site monitoring activities and produce reports
- Contribute, in liaison with the Team Leader and the Deputy Resident Representative, to the preparation of contractual monitoring reports (technical and financial, ROAR, PIR, etc.)
- Collect essential information
- Regularly update the risk management module in Quantum
- Collect and enter useful information for the proper management of the project in Quantum
The incumbent performs other tasks related to his/her functional profile, as judged necessary for the proper functioning of the office and the organization.

Requirements of the Post
Education
University degree at the advanced level (Master or equivalent) in environmental management, climate change, natural resource management, sustainable development, risk management, project management, or a related field is required, or
A first-level university degree (Bachelor) in the aforementioned fields combined with two additional years of relevant professional experience may be considered in lieu of an advanced university degree.
Experience, Knowledge, and Skills
- At least two years (with a Master's degree) or four years (with a Bachelor's degree) of relevant professional experience at the national or international level in the fields of climate change adaptation, sustainable management of natural resources, disaster risk reduction, project management, or the environment is required.
- At least two years of professional experience in the fields of climate change adaptation, sustainable management of natural resources, and disaster risk reduction is desirable.
- At least two years of experience in managing sustainable development or environmental projects is required.
- Excellent drafting and reporting skills, with at least two years of experience, are desirable.
- Knowledge of PNUD and/or other donor procedures (e.g., UN agencies, FEM, etc.) is an asset.
- Proficiency in the use of computers and office software (MS Word, Excel, etc.) and advanced knowledge of web-based management systems, such as ERP systems, is required.
Languages
- Excellent knowledge of French (written and spoken) is required.
- Knowledge of English is an asset.
