Context

West and Central Africa continues to face convergent crises driven by deteriorating security and political dynamics, climate shocks, and increasing humanitarian needs. Humanitarian access is becoming increasingly complex, acceptance of humanitarian aid is being questioned in several contexts, while funding constraints are exerting growing pressure on response capacities. Coordination mechanisms remain unequal in the region, and political sensitivities influence the operational environment and the ability of humanitarian actors to influence collective priorities.

The NGOs of the region have created the Forum of NGOs in West and Central Africa (FONGA), a regional coordination platform with the mandate to strengthen coordination, advocacy, and influence of national and international NGOs, as well as their umbrella structures, working in the humanitarian, development, and peace sectors. FONGA pursues five strategic priorities: strengthening the inclusivity and effectiveness of coordination, increasing the visibility of the region to mobilize more quality funding, strengthening the acceptance of humanitarian aid, protecting humanitarian space and improving civilian protection, developing anticipation and preparation, and promoting the localization agenda.

FONGA currently groups 59 members, including 20 national NGO forums and 39 regional representations of NGOs, covering 12 countries in West and Central Africa: Benin, Burkina Faso, Cameroon, Côte d'Ivoire, Mali, Mauritania, Niger, Nigeria, Central African Republic, Democratic Republic of Congo, Chad, and Togo.

In the context of its institutional development, FONGA is progressively strengthening its governance, performance monitoring, grant management, and accountability systems to support its growth, ensure the quality of its interventions, and respect its commitments to its members, partners, and donors.

Generic Professional Competencies

The candidate must have at least five years of experience covering the following two domains:

• Monitoring, evaluation, quality, and performance, including result tracking, indicators, and logical frameworks, system design and improvement, and analysis to facilitate decision-making.
• Grant management and donor reporting, including tracking of funding agreements, contractual obligations, reporting deadlines, coordination and/or drafting of narrative reports, and compliance with donor requirements.

A Master's degree in project management, monitoring and evaluation, international development, administration, or a related field, or equivalent experience.

At least 2 years of experience in an NGO, international organization, or non-profit organization.

Excellent analytical, writing, organizational, and coordination skills.

Excellent written and spoken French and English.

Good mastery of office software (Microsoft 365, Excel, Teams, etc.).

Desired Competencies

• Experience within a network secretariat, an NGO platform.
• Experience in a regional position.
• Experience in conducting surveys, evaluations, or accountability mechanisms.
• Experience in developing or improving systems, tools, or project management software.

Contextual Knowledge and Experience

• Good understanding of humanitarian and development organizations, as well as the main institutional donors and their requirements.
• Good knowledge of the project management cycle, monitoring and evaluation, and logical frameworks.
• Good understanding of the functioning of NGO networks and platforms.
• Ability to coordinate cross-functional processes and work in a multicultural and multipartner environment.
• Ability to analyze complex information and formulate recommendations to facilitate decision-making.
