Organizational Context and Scope

The Regional Counter-Smuggling Programme (RCSP) is a three-year regional initiative led by IOM in partnership with the UK Home Office / Border Security Command, which aims to strengthen border management capacities at airports and enhance regional cooperation to tackle document fraud, migrant smuggling, and related Transnational Organised Crime (TOC) in Ethiopia, Kenya, and Somalia. The programme addresses critical technical, operational and institutional gaps at major international airports while promoting protection-sensitive approaches that safeguard migrant rights and dignity. Under the overall supervision of the Deputy Regional Director for Operations and the direct supervision of the Senior Programme Manager (Immigration and Border Governance), in close coordination with the Immigration and Border Governance (IBG) Regional Thematic Specialist (RTS) at the Regional Office for EHSA in Nairobi, Kenya and relevant Divisions/Units at Headquarters (HQ), the Monitoring and Evaluation Officer will support dedicated monitoring and reporting activities for RO EHSA. The incumbent will also work in close coordination with the Regional Monitoring and Evaluation and Risk Management Officer at the Regional Office and relevant Units at Headquarters, the Monitoring and Evaluation Officer will be responsible for supporting all aspects of projects/programmes/strategy Monitoring and Evaluation (M&E), the development and implementation of the M&E system to strengthen monitoring and evaluation activities, data collection and analysis, reporting, to facilitate learning and recommend continuous improvements, where necessary. |
Required Qualifications and Experience
Education
- Master’s degree in International Relations, Political or Social Sciences, Business or Public Administration, Law or a related field from an accredited academic institution with two years of relevant professional experience; or,
- University degree in the above fields with four years of relevant professional experience.
Accredited Universities are those listed in the UNESCO World Higher Education Database.
Experience
- Experience in project/strategy conceptualisation, development, monitoring, reporting and evaluation;
- Experience in capacity-building activities, including design and delivery of trainings;
- Experience in liaising with governmental and diplomatic authorities as well as with national and international institutions;
- Familiarity with financial and business administration;
- Sound and proven understanding of internal and international migration issues in the country and in the region;
- Experience in organizing consultations, workshops and seminars with high level stakeholders;
- In-depth knowledge of the broad range of migration-related subject areas dealt with by the Organization;
- Excellent knowledge of monitoring and evaluation concepts, approaches and techniques including qualitative and quantitative methods, participatory approaches, and evaluative methodologies; and,
- Knowledge of UN cooperation frameworks and bilateral donor programming requirements.

Languages
All IOM staff members in all categories are required to be fluent in one of the IOM's official languages (English, French, Spanish).
For this position, fluency in English is required (oral and written). Working knowledge of Swahili, Amharic or Somali is beneficial.
Proficiency of language(s) required will be specifically evaluated during the selection process, which may include written and/or oral assessments.
