Senior Technical Officer (STO), Demand Planning – HIV & Tuberculosis (TB) - Dodoma

Job Summary

The Senior Technical Officer (STO), demand planning HIV and TB provides technical support to the National AIDS, STIs and Hepatitis Control Program (NASHCOP) and the National TB and Leprosy Program (NTLP) to ensure availability and efficient management of HIV and TB commodities and related supply chain systems, and supports the implementation, monitoring and continuous quality improvement of HIV and TB demand planning activities. The role provides technical guidance and capacity building, demand planning and supply systems strengthening to NASHCOP and NTLP, and other key stakeholders in Tanzania. The STO provides technical guidance on addressing key issues, challenges, and strategies to strengthen the quality and effectiveness of demand planning activities implemented by the project in partnership with NASHCOP and NTLP. The role contributes to the knowledge products through the creation and management of reports, technical materials, and conflict-sensitive solutions on demand planning activities relating to HIV and TB. Working closely with project leadership, s/he supports project implementation by evaluating programmatic effectiveness, providing technical oversight, and preparing technical assessment reports. The role contributes to business development efforts, including supporting the management of opportunity identification, capture, proposal development, and strategic partnering.

Accountabilities

Technical Requirements

• Provides NASHCOP and NTLP and key stakeholders with technical support and guidance to strengthen HIV and TB commodity demand planning and supply chain management.

• Supports the technical implementation of demand planning, forecasting and supply planning activities for HIV and TB programs, including strengthening the capacity of government counterparts and other key stakeholders to apply evidence-based planning practices.

• Ensures the timely availability of quality HIV and TB commodities at all levels of the health system ecosystem.

• Plans for and ensures execution of quantification exercises for HIV and TB commodities while advocating for best practices in forecasting and supply planning.

• Participates in Bottom-up quantification (BUQ) exercises and supply chain reviews for HIV and TB commodities while advocating for best practices in forecasting and supply planning.

• Supports NLTP in the design, planning, implementation, monitoring and evaluation of integrated TB and HIV interventions and ensure that TB and HIV commodities are consistently available at the right quantities, of the required quality and at the right time.

• Participates in pipeline analyses, tracks supplies, identifies potential challenges relating to supply chain and supports mitigation measures.

• Strengthens capacity of frontline workers and stakeholders on logistics and supply chain systems related to HIV and TB.

• Works closely with the team to ensure project implementation remains technically sound and adheres to organizational strategy and standard operating procedures (SOPs).

• Develops or writes technical briefs, reports, guidance documents or other materials to support research, inform best practices, and strengthen demand planning HIV and TB activities including policies and procedures.

• Provides mentorship and team building at the task level.

• Provides technical support in the development and dissemination of tools, materials, reports, papers, and intervention for research projects on HIV and TB activities.

• Provides technical input on HIV and TB best practices to assist with implementation.

• Monitors performance milestones for demand planning and supply chain activities and reports to supervisors.

Business Development and Client/Funder Support

• Contributes to proposal writing for procurement of HIV and TB commodities including ARVs, diagnostics and other related lifesaving commodities.

• Develops technical proposals, budgets, and work plans related to HIV and TB demand planning and supply chain strengthening.

Applied Knowledge & Skills

• Demonstrated knowledge of supply chain management principles, demand planning, forecasting and quantification, and supply chain methodologies, particularly within HIV and TB programs.

• Proficiency with database management software and online search tools required.

• Strong understanding of public health supply chain systems, commodity management processes, and the application of evidence-based approaches to forecasting and planning.

• Working knowledge of national health systems, donor-funded programs, and the policies, procedures, and regulatory frameworks that influence supply chain performance.

• Ability to collect, validate, analyze, and interpret complex data sets to identify trends, inform decision-making, and support forecasting and supply planning activities.

• Excellent verbal, written and interpersonal communication skills, with the ability to effectively communicate technical information clearly to government counterparts, donors, stakeholders, and project teams.

• Demonstrates cultural sensitivity and diversity as well as understanding of the political, contextual, and ethical issues in assigned work.

• Articulate, professional, and able to communicate in a clear, positive manner with clients and staff.

• Fluency in English and Kiswahili.

• Strong organizational and analytical skills with ability to interpret data, identify issues, and recommendations for improvement.

• Demonstrated project management skills.

• Strong interpersonal, Collaborative with influencing skills and ability to work effectively across multidisciplinary teams and build productive relationships with stakeholders.

• Demonstrated proficiency in Microsoft Office Suite (Word, Excel, PowerPoint and Outlook).

• Ability to identify operational challenges, conduct root-cause analysis, develop practical solutions, and implement corrective actions to improve program performance.

• Ability to solve problems and implement corrective action.

Supervision Given/Received

• Mentors and supervises junior level staff to strengthen their technical capacity and performance

• Reports to Senior Technical Advisor, Systems Strengthening & Demand Planning.

Education

• Master’s degree (or international equivalent) in public health, Pharmacy, Laboratory Science or a related field with a minimum of six years of professional experience in commodity forecasting, quantification, demand planning or supply chain management.

Experience

• Minimum of 6+ years of progressive responsible experience in national quantifications for HIV/AIDS and TB commodities, demand planning or supply chain management at national or sub-national level.

• Experience working with in a non-governmental organization/s (NGO), government ministry or entity, implementing partners, donors or private organization/s.

• Demonstrated knowledge of Tanzania’s health supply chain systems and HIV, TB commodity management.

• Experience in managing data collection, analysis and technical assistance in demand planning activities.

• Proficiency in national quantification and forecasting tools including QAT, pipelines, Quantimed and Quan TB.

• Experience using LMIS/eLMIS platforms and other electronic logistics information systems for forecasting, reporting and supply chain performance monitoring.

The expected hiring salary range for this role is TZS 68,000,000 - 90,000,000 for annual basic salary. When determining an offer amount, FHI 360 factors in multiple considerations, including but not limited to: relevant years of experience and education possessed by the applicant, internal equity, market pay, and budget. For internal candidates, salary placement will also follow FHI 360’s current promotional increase guidelines.
